Jean:
I referred your application and explanatory material to Jim Van Dover,
Chairman of the State Board of Law Examiners He reviewed those materials
and concluded that it would be appropriate to certify you for reinstatement
to the Bar of Arkansas.
However, subsequent to that determination' the various indictments were
handed down in connection with Dan Harmon, et al. I have reason to believe
that you were involved in that prosecution in some fashion, presumably as a
witness On the other hand, there is the lingering and remote concern that
you may in fact be a "target" target of that grand jury investigation. I
have spoken With Paula Casey, the United States Attorney. Obviously, she is
not inclined to make any statement concerning your involvement. She
suggested that I ask you about that.
Accordingly, before we bring this matter to a conclusion, I would
appreciate it if you would advise me as to the nature of your participation
in those grand jury proceedings. Perhaps you could contact Bob Govar and
authorize him to speak to me concerning this matter.
Let me emphasize that I have no indication that you are in fact a suspect
or "target" of the grand jury's deliberation. Nonetheless, due to your
administration of the Seventh District Drug Task Force, I wish to establish
with a degree of certainty the nature of your participation in the
investigation.
